It could be an store display piece or a toy. To me, I lean more toward store display in an old general store. Hope someone can help you figure out which it is.

      Hello,
I believe you have a toy. In one of my Christmas reference books there is a toy almost identical to yours under the tree of a photo dated 1915. I hope this helps.

Savoychina 1 : I do not know a lot about toys , but I do know a little bit about anitques . Did the collector offer to buy this toy from you ? If so he said it was in poor condition to get it cheaper . It does not look to be in poor condition to me from the photos . From what I can see all of the parts are there , most of the original paint is still there . You can read the writting on the side of the cart and the name of the maker . That accounts for a lot when determining the value of any antique .

I think your toy is missing a platform and wheels that the horse sat on. S.A. Smith toys are great. They have a real folk art feel to them. My favorite Smith toy is a rideing american eagle toy. One was featured on Antiques roadshow a while back. I think your toy is in decent shape for it's age, and certainly displays well. Check this site for more info.

Sorry, in looking at your toy again I see that it has mechanical legs, and probably never had a platform like the one shown ont the site. Probably a later and more exspensive model.
