Tintype of man wearing unique outfit. He is wearing leather boots. Does anyone know what kind of outfit he is wearing?

Interesting outfit-- I like the boots! The boots with pants tucked in suggest some sort of outdoor activities.

I can't tell if it's some sort of tool or just a lever to make the back of the chair higher or lower.

Might be a clue! I always thought the tight sleeves indicated trades too.
