The pattern is called 'Rose Medallion' ... the mark would date them to the early 1970's, hand painted in Hong Kong using Japanese porcelain bowls/plates, etc.

I have a similar tea set that has some pieces marked with this same logo on the bottom, some are not marked at all and then there is the teapot which matches all the other pieces exactly which is mark...
