A member of Midwest Toll Collectors Association knew it right off. It is a Clapboard gauge. U.S. Patent 97452 used to hold clapboard in place at a set reveal. Thanks all.
I'm in NW Pa. Thought maybe geography would help. Logging, farming, cigar making, furniture and oil were the predominate industries at the turn of the century. I actually got it from an old German car...
