It is neither a cigar cutter or a oil can spout/cutter. The opening is not big enough for a cigar so it's definitely not a cutter. And there is a lip just on the inside that would make it hard to ...
Thanks kyra, but that's not it. It doesn't spread open like a speculum would. As I said in the description, it appears to cut something off. Or maybe pit fruit. Definitely not something insertable.
