I agree, probably Shawnee. I have seen this piece labelled as Shawnee on a few occasions.
Looks like the doggie that belongs to a Kreiss Scottish lady. I don't have her anymore, but when I found her originally I did some searching and found her attached to a dog just like that.

The F+number markings are usually Norcrest, a mid century Japan company. The design also look similar, so that's my best guess.
