Mystery pin/pendant

This pin/pendant has no makers mark on the back, just a pendant hook and a pin bar and lock. It seems to be brass and maybe another metal. There were tiny pearls all around the front, but there only a few left now. It has a red enamel shield with a fleur de lis I the very center. Help me!!!
