I'd say part of a mould but kind I'm not sure I don't think the arrow is to show right side up I think more like a fitting direction but then why put it in one way and then turn it in the other??? ...
I've seen this before and I'm not remembering what it is but it's not for cards It's a tool for measuring I'm sure I'll get back to you as this will bother me until I do
The sharp end reminds me of a tool that you needed to open up cans for motor oil In my opinion it's to open cans for sure but the smooth round end stumps me so maybe an optional opener or measuring...
