The brooch does look Italian, though the hallmark is different from your other one. I can't say I recognize it, but can research and get back to you.
PS. The mosaics are Roman, not Florentine.
It's really unusual! The settings are most likely glass (given the colors), but that doesn't detract from its rarity or beauty. It's Georgian, probably from about 1820-1830, given the type and shape...

Hi - It looks like the double key hallmark for Italy, possibly the Vatican studios which made quite a bit of MM jewelry for the tourist trade. HTH
