I have this lamp, it is made by River of goods and was sold on Shop NBC 6 or several years ago, that's when I bought it, They also made a floor lamp version.
I believe this lamp is made by River of Goods and it is called the Parisian, I have the matching floor lamp.

Mystery Solved, brought it to a stained glass shop for some repair, after cleaning it they discovered a marking that said collectibles, so I believe it is a Quoizel Collectible about 18-25 years old c...
takes 3 2-way 60 watt bulbs in shade and uses 7 watt bulb in base.
