It looks to me like the arms are upside down. They look like they held oil lamps. It is modeled after a gas fixture but it doesn't look like it was gas. Can you turn the arms back up? bob raymond co...
Those are old whale oil lamps. Probably around 1800 or earlier. They are adjustable in height. The things on the chains are used to extinguish the lights.
