Your best bet on stone would to take it to your jeweler and have appraised. Realize they sometimes charge for it, but in my opinion, only way to know for sure.

Did finally solve. It's a Vintage Swedish Golf Ball cleaner, cleat, club brush.
My daughter bought one for me from Mexico City some 25 plus years ago. Believe it's a tourist piece sold at that time.

Yes, a little like it. On mine, one side lever pushes and turns to lock. Remember taking layers of paint off! Maybe I can add pic on item to show.
Brass knob is decorative! Haven't seen anything identical.
