One of the guys I work with figured it out. They showed it to an older farmer that knew what it was. Barbwire/fence stretcher. https://www.ebay.com/itm/114153969979
Sorry have posted this earlier. Been tied up on another project. The date on it as far as we can tell is July 10th 1807. That is the best the group at work I've showed it to can come up with
The length is approximately 12 inches. Dont have it currently with me.
