The ruling opinion among some engineers I know is that his was a pole socket. The threaded cap is to close it up when a pole isn't threaded into it. This would also explain why the only marking on it ...
It's all steel, I cleaned a lot of rust off and put a little oil on it.
Thanks for the feedback. It is an unusual item so hopefully I can learn more doing some research online.
