The mystery has been solved by my neighbor. The key is a custodial window sash key. The building was a commercial space before being converted to residential. I've ordered a key, fingers crossed! Than...

I can't see the window maker. The building is old, and I have no idea when the windows were installed. Indeed, I'd like to be able open them for many reasons, including safety.
Thanks, interesting suggestion. I am not sure if that would work, because the end is a circle with two nubs. It might work to grind off the end and part of what is left.
