Western New York State about 20 miles south of Rochester. There were 3 Civil War Regiments in the area. Could it possibly be from that era? Thank you!
I added two more pictures which might help....I too question the strop usage, this has two squares which would hold something, not one....is that normal for a strop? I have to admit I had to look up ...
