Pretty sure it is an old spring loaded spinning top - spring on base that it lands upright on from launcher (long ago lost). Olive Oyl is a good guess for the character - knew it wasn't Betty Boop but...
Could be but haven't found anything in old antenna mounts that looks like this - will try to dig a little deeper on this. Thanks!
