I don't know what cold painted means, but it is painted on outside. It has some small areas where paint has worn or come off. The outside is raised/textured & inside is smooth as though a plain glas...

I think piece is Ice Blue. It has definite light blue color & nothing about it suggests to me it is aqua, but does have great iridescence. Thanks for your interst.

I think you are right about Dorothy Thorpe, Allegro pattern. No pics of cordials, but other Thorpe crystalware appears same. Thanks for help.
