Hi there, this appears to be a fragment of a longer rug. This was woven in the Kazak area of the southern Russian caucuses. I believe they call this pattern the Eagle pattern.
IMHO, My guess is that this textile was woven in Mexico on a European threadle loom. It looks like it might be a fragment from a table runner? You see a lot of these weavings originating out of Oax...
