This could be either Steven which is a friend to Barbie's friend Christie. He may also be part of the High School Musical dolls which is also produced by Mattel.
It looks like the doll is a Twist 'N Turn Barbie but the hair has been mostly cut off. The legs should click and bend. If they are molded straight, she may be on a Standard Barbie body. The jacket she...
