This is an early contact printing frame to make photographic prints. In a darkroom, the photographic would place a glass plate or film negative onto a sheet of unexposed photographic paper and then load into the frame. It would then be exposed to light and back to the darkroom to develop the print. The round thing on the back is a counter so that the photographer can remember how many prints were made. As far as value, they are somewhat common and are often found for less than $10. Big contact printing frames for large panoramic negs can be very pricey. However, these make really nifty picture frames to hang on walls.
