Looks like enameled (painted) flowers -- watch ebay for similar vases:

The color is a beautiful variegated blue. Is this an applied reverse paint? Meaning is in painted on the inside? When you run your fingers over the finish both inside and out, is if rough like it was painted or is it smooth? This 'might' be Pairpoint.
