Japanese or Chinese figure, carved, cast. hand painted scholar/noble~Beautiful

Hello again,
This wonderful figure was purchased at an estate sale a week ago. The place was amazing, filled with an interesting mix of art objects. The quiet and dignified aspect of this beautiful little man silenced a room full of interesting pieces.
Japanese, or Chinese, I'm not sure which.
He looks cast. possibly with a carved head and hands,( they seem to be separate and attached to the basic figure )
There's a little drilled hole at the top of his head,........for a tassel?, and a metal post sticking out of his foot, visible in the last photo ( the people had him standing on the cork discs visible in photo #1 ).
The hand painting is very delicately, sensitively done,......and he holds that long stemmed pipe.
