Found this in a second hand store in Baltimore
Label has James S. Topham
Think it's from the early 1900's
Quick follow up
I cleaned off the top of the chest some and found it was stamped
Honorable Swagar Sherley Louisville, Ky
I looked him up and he was a member of the US House of Representatives
1903 -1919
