Spanish American War veterans watch fob.
I am not familiar with the Reunions for this group, but I suspect they had a reunion in New Orleans in 1931 and this was a souvenir item.

I have a book of watch fob collecting and it shows a couple of Spanish War Veterans fobs. This particular fob is not shown, but is a very nice fob, manufactured by one of the major manufactures, Bastian Bros. of Rochester, New York.
Thanks for sharing this,
Dave
This is a convention medal of The Spanish(-American) War Veterans. Even though it has a fob-like loop based on the size and shape of the box it was issued on a ribbon and broach like nearly all were. Many medals have fob-like loops.
We found a connection!!! What goes around comes around like 33 1/3 rpm's
