Rhinestone Frog on Lily Pad Salt and Pepper Shakers

The top seems to be pewter, but I'm not sure. The rhinestones really shine in the light and are amber in color. It's a nice contrast to the dull yet beautiful pewter lily pad, fly and leaf design. It says U.S.A 47 on the bottom of the glass.

This one is a mystery, although, it probably just is what it is. I can't find any like it online.
