I know nothing about sewing machines, however yours looks like a real prize. The oak cabinet is stunning.

It must weigh a ton. I've just discovered that the treadle is in the bottom of the cabinet!

      A little backfilling.

About the C. W. Williams Manufacturing Company:

      https://www.singersewinginfo.co.uk/antiques/williams

      http://needlebar.org/nbwiki/index.php/Williams

The OP didn't cite any patents listed on the slide plates or elsewhere, so we'll go with the basic time range of New Williams sewing machines per sewmuse:

      *snip*

      New Williams 1884 - 1902

      *snip*

      http://www.sewmuse.co.uk/american%20sewing%20machine%20manufacturers.htm

It's probably safe to say that this January 1, 1884 patent applies:

      https://patents.google.com/patent/US291309/en

      A manual, courtesy of sewmuse:

      https://ai731.files.wordpress.com/2011/08/new_williams_sewing_machine.pdf

The manual shows that attachment affixed to the machine in lieu of a normal presser foot. It's a tucker.

It looks like maybe Greist patented it. If it is, the age of the tucker is 1893:

      https://patents.google.com/patent/US504805/en

Here's a similar New Williams attachment set:

      https://www.etsy.com/listing/688295266/antique-new-williams-sewing-machine

The New Williams seems to use the same method of attaching presser feet/attachments to the presser bar as vintage National and White sewing machines, i.e., a "Fork Type Bar":
