      The OP didn't cite any patents listed on the slide plates or elsewhere, so we'll go with the basic time range of New Williams sewing machines per sewmuse:

      It's probably safe to say that this January 1, 1884 patent applies:

      The manual shows that attachment affixed to the machine in lieu of a normal presser foot. It's a tucker.

      It looks like maybe Greist patented it. If it is, the age of the tucker is 1893:
