I know nothing about sewing machines, however yours looks like a real prize. The oak cabinet is stunning.
It must weigh a ton. I've just discovered that the treadle is in the bottom of the cabinet!

The manual shows that attachment affixed to the machine in lieu of a normal presser foot. It's a tucker.
It looks like maybe Greist patented it. If it is, the age of the tucker is 1893:
