I have no idea what this is. On the bit looking thing it says JE Evans, a Google search yielded no results, any help would be appreciated.

Left by aliens to confuse us. LOL. This one really has me curious !

Does the tapered square part rotate in the handle(?)? There's a universal in the middle that must be able to turn. (To do what ?). Pull something out at the machine threaded end. Might have been better off with the alien theory !

      Yes, the it does rotate.

The threaded end looks like it has a port for an air fitting to be attached. There were at least three companies in the early 1900's that made pneumatic tools for machine shops that had Evans in the name. One of the three specialized in bits for pneumatic tools but I believe that was J.K. Evans. Long ago so my memory may not recall the J.K. part correctly but I am sure about the name being associated with pneumatic tools.

Could this be for an extending awning ? An extension hand crank would slip over the square tapered end.
