This is a "Jupitor #2" cast iron pencil sharpener pat.1890 by the Favor Ruhl Co. and distributed in New York.
You operate this sharpener by putting a pencil horizontally in the rotating chuck and by putting a little pressure on the chuck device, the pencil rotates and pushes forward on to the jagged looking wheel which shaves the point on the pencil.
Interestingly, the cutting wheel can be flipped around to present a new cutting plane when the first side gets dull.

That's what is known as over engineered.

It might be overengineered bb2, but how many pencil sharpeners made today could last 130 years? Lets see..... hmm, that would be to the year of our lord 2150.
