The gray knobby wheels will not help date it here as this model had them through its three year run. That being 1959-1961. It was the very first MB-73 in the 1-75 line.
The model is the 10 Ton Pressure Refueller, that is what the model is called. The fuel name is the Leyland Hippo 10 Ton Pressure Refueller a name which just rolls off the tongue. I will take a wild guess it is for refueling aircfaft especially as it has the RAF decal on top. The decal is part of the model. One has to look that up as kids like to put decals on cars. If you have ever built a model you may recall there were always extra decals. Oh I am also thinking it carried 10 tons.
Nice that they put a target on the roof for bombers to hit.
