Cigarette lighter

I have had this lighter for over 30 years I was given it by my grandad. Forgotten I had it came across it in an old box recently and can't ask my grandad as he sadly passed away a few years back. I have researched the internet but cannot find anything like it. Also sent pictures to a couple of auction houses in London and Oxford and been to a couple of antique shops no one seems to know anything about it. So if anyone on here can tell me anything about it it would be much appreciated ????????
