This is an old steel ruler, 18" long, advertising the "C.A. Roberts Co., Steel Tube Specialists" of Franklin Park, Illinois. [Chicagoland area]
Guessing by its telephone numbers (GLadstone 5-6400 & TUxedo 9-0080) it is from the 1940's or so, maybe even a little earlier, when many telephones didn't quite have "dials" yet and one otherwise needed to summon an "operator" to connect any odd call. At either end of its advertising logo in the middle are two charts of "Fractional parts of an inch" broken down into various categories including 'wire gauge' and 'decimal' equivalents.
