    *UPDATED* thanks to a member with a sharp eye.... we now know this is a international news photo of:

    General Billy Mitchell aka " father of the United States Air Force".

    And in the background:
    Project B: anti-ship bombing demonstration - 1921.

    The ship is possibly the Indiana
    or June 21st and July 13th and 18th 1921
    bombing demo of the Frankfurt (a German light Cruiser) & G - 102 (an ex German Destroyer)

      You are spot on my friend. As a matter of fact when I looked up the Wikipedia page there's a picture of him in this exact uniform which is a non regulation uniform. You can even see his fingers are in the same position. So definitely him. Thank you very much
