Can anyone tell me what this is used for? It winds like a pocket watch, a switch like a stop watch but look like it measures altatude.

I am not going to do the research for you because I think that's the fun part of collecting finding out the Mysteries. But a quick look I see uswb which to me would indicate United States weather bureau. And there's much of a ceiling height so I would guess some sort of instrument to measure
