It was made in Moscow, Russia, between 1898 - 1914 (woman`s head beside 84 and initials of Moscow assayer Ivan Lebedkin). The mark is called Kokoshnik.
Lower marks are later Latvian marks (remarks after WW I).
Maker`s mark (top left) is unknown to me.

Thank you very much Ivan. You have a huge knowledge, and I thank you for sharing it with me.
Is there a explanation that all marks on the item ? if one is from Russia and one from Latvia - there is no logic in them.
      Thanks for your answer.

Your silver was made in Moscow between 1898 - 1914, and marked accordingly.
Russian Empire collapsed after the revolution and Latvia became an independent country, and in 1922 introduced new marks for precious metals.
Silver items that remained on Latvian territory after the dissolution of the empire were marked again (re-marked) either to be able to enter the market or at the request of the owner who wanted to have new marks applied and struck. The Latvian marks were used until 1939. Unfortunately, Latvia was one more time occupied by the Russians and became one of soviet republics after WW II. In short, time frame for your silver is: made in Moscow 1898 - 1914 and marked again in Latvia 1922 - 1939.

      Ivan, thanks for your answers.
Your answers piqued my curiosity to learn more about vintage silver homeware.
The items I have was given to me from my grandparents and I never interested to find the source of them until now 9beleming the corona lockdown).
I have some items which I would like to send their holmark to you for information if you know - how can I send them ? should I post a new post ?

Right, the new post for every item (image of the whole item and close up of all marks).
I will be glad to help. I open this site every day.
