Per the International Sewing Machine Collectors' Society (ISMACS) Singer serial number tables, serial number 12064588 falls into this range of serial numbers, and was made in 1894:

Judging from that trapezoidal access panel, the split slide plates, and the circular needle/throat plate, it belongs to the VS1, VS2, VS3, 27, 28, 127 and 128 family of machines:

Because it's a portable with a low mounted bobbin winder, it's probably a model 28.
