From what I've learned so far I believe it's 1880's, I haven't seen one this short and it's possible it was cut down shorter. I can't see evidence to prove it other than the other examples are a little longer with a little more fancy. Regardless it's an awesome old tool that you won't see every day. I guess even in the 1880's they wanted things to be level.
