Countermark looks like combination of numbers and letters.
There are well known re - strikes of Ottoman gold coins of lower fineness (18K instead of 22 K), but they are usually without countermarks.

this is coming from the United Arab Emirates, bullion is always a problem , there is legislation about this i believe Fujairah or Dubai
