      It's a tea/coffee/fondue warmer. Here's a sibling (I don't think it's quite a twin):

      West German Crystal Teapot Warmer Bel Mondo 1982 Tea Pot Warmer bel Mondo Glasdesign Georgshutte Made in W. Germany 1982 This is a unique tabletop warmer for tea or coffee carafes. A standard tea light candle is inserted in the center and the flame keeps the liquid warm. It is done in clear crystal and is designed to look like a circle of wooden stumps. The tops of the "stumps" have a circular design like the rings of a tree. It is hexagonal and measures 6" across and 2 1/2" tall. The well the tea light candle sits in is 1 3/4" deep.
