One dollar bill with ink smear or misprint. In the corner is raised like a normal one dollar bill which makes me think it is a misprint

I agree. Looks more like ink bleed than misprint.
I'm pretty certain the US Gov't wouldn't even begin to actually issue bills in this smeared condition...they have bunches of inspectors and whatnot to prevent that from ever happening.
Your bill is highly likely to have been damaged after issue instead, as dav2no1 & Phonoboy have already pointed out. (take it to a bank and they'll give you a nice replacement, then probably send this bill back to be destroyed as 'defaced')
I agree that it looks like a chemical spill but if you look in the top left corner closely you can see a clear print of a corner
The way it has rolls or ripples across it makes me think it went through the washer and Clorox hit it directly. I have done it and did a job on a few bills but they were still spendable. I got the ripples out by putting them in the microwave for a minute. They came out nice and crisp just like new but a bit off color.
I took this bill to an expert and he said it is a misprint. It was not damaged afterwards.
Be sure to let us know how much it is worth so we all know. What did your expert value it at?
He told me to have it graded since he has never seen one with that big of a mistake. His estimate said maybe 50 dollars. So now I know that it is a misprint I am trying to get it appraised or graded
I'm not surprised he never has seen one that big. Be sure and have it done by a certified grading house and not a local yo-yo
