Something I picked up at the last Rose Bowl flea market. This is Van's Boot Saver. I believe it is for hanging up cowboy boots. I have a pair but I never wear them. What I have are a pair of Timberline boots and a pair of Doc Martens although the Doc Martens need repair. They are old but they are great shoes. Anyway this boot holder is a great looking piece even though I am not quite sure how to use it. But what it is usually good for is getting shoes off the floor. I just need two more of these and I will be all good.
Now I just need to figure out how my shoes go when I hang it on this.
I’m not positive about this, but I think the boots hang upside down. That way, if it’s a tall boot, it will stay straight and not fold over creating a crease in the leather (or other material).

Based on pictures on the sign, it looks to be for rubber boots.
Hanging them upside down probably helps to get any residual water out/ dry them out.

I’ve bought numerous pairs of rubber boots over the years since we have a stream that beavers insist on damming - so we’re frequently wading/breaking up dams/setting and checking traps.
If the tall rubber boots fold over while they was sitting in the closet, they wind up getting a crease, then cracking along that line or along any seam. So, in that case, hanging them up would make them last longer.
Same thing with my “dressy” boots.
Those usually come with boot inserts to hold them upright but, if not, a length of a “pool noodle” works great at holding them upright and avoiding the unattractive creasing.
I suppose with this fancy hanging boot holder, you could position it near the heater to dry your boots, or get them up off the porch floor where some creepy-crawly things might take up residence.

Thank you very much again Watchsearcher. I have snow boots that seem to gather snow inside. Your explanation about the rubber boots seems to be the answer.
