ETA: SOLVED by user below! This is a bowl made by Cyprus Handicraft Studios, a government-funded workshop that makes textiles, pottery etc. in traditional means. I found an Etsy seller who described it as a “boat bowl”, with one figure helming the boat and the rest hanging out being joyful sailors. Explains the birds!

Very finely glazed, with a slight metallic ring when hit.
It’s made by Carl Harry Stålhane a Swedish artist. His more simple pieces are around $1000 to $1200. I would be curious myself to see a value on this piece. Hope that helps
