    Trying to find out the year and what if anything goes under the cap. I don' t see how it would be sealed in current state.

      Looks to me like a non-pressurized pump type extinguisher that'd simply be kept full of water, with or without the 'anti-freeze' ingredient mentioned on the label. Its lid could have had a rubber gasket to help seal it, but wouldn't have had to do more than hold the water inside if the whole thing got tipped sideways, which wouldn't have been its typical orientation for storage or use...??
