Either my eyes are gone or the bottom photos of this are nothing more than a blur. How do you happen to know this is a chief as opposed to simply being an indian?

      Chief Wolf Robe. https://en.wikipedia.org/wiki/Wolf_Robe

Dates to 1900 (exact date, not "circa").
      An absolutely amazing find!
Artist full signature is likely the other mark. Initials or a cipher were the norm, but full signatures do appear, usually reserved for "important" pieces.

I can't read the signature and Rookwood had > 100 artists over the years. You should be able to narrow it down with some research. Only a few artists did this style of decorating. You can use the production date to further narrow that down, paired with what letters you can make out in the signature.

If your friends is hoping to sell, contacting Rago Auctions might be a good starting point.
