Looks like it's paint on textured canvas. You need to look close to verify that..

      That’s what I thought

Bitsnbobs123.a, This is interesting, because the temptation is to 'assume' it's a print of a portion of a well-known portrait:

      https://artvee.com/dl/portrait-of-juliette-recamier-nee-bernard/

However, a close examination not only doesn't reveal any dots that you typically see in prints, but whoever the maker was faithfully reproduced the scratches in the ruffle of Récamier dress, but not the ones in the skin of her chest.

I also think they were a bit less than absolutely faithful in the rendering of the gap/shadow between her gown and her left (viewer's right) arm.

That same website that has a high resolution image of the full portrait also has one of a sketch Gérard did of this pose in preparation for the portrait:

      https://artvee.com/dl/etude-pour-un-portrait-de-juliette-recamier/

Not to mention a biography of the artist who at the height of his fame painted portraits of everybody who was anybody in Europe:

So would you say it’s a painting

Bitsnbobs123.a, I'm definitely not an expert.

I suppose it could still be a print of some kind, because while I don't see the tiny dots you tend to see in prints, there is a lack of any discernable brush strokes.

Famous paintings have been copied at all times. Even the artists copied their own paintings. The frame looks fittingly Louis Seize style. Look at the back side to see if the canvas is hand-woven. If so, a new/newer copyist hasn't painted it.

You can see some paint in places but no brush strokes, I think it’s a textured print

The canvas doesn’t look that old
