      You didn't give any dimensions, but judging the size of the item by the size of the hand holding it, it looks like it could be aproximately 4 inches or 10 centimeters tall.

      It might be a piece of stemware intended for use in imbibing cordials.

      That 870 marking might be the amount of silver in it, which would make it less than the modern standard for sterling (925 out of 1,000 parts pure silver):

      I don't recognize the other markings, but that means nothing, as I'm not an expert. Here is a website of silver marks:
