Hoping for some information on this Japanese or Chinese Plate. I took pics of the characters from both directions since I'm not sure what is the top or bottom. Is this a Phoenix?

You can call it a 'Phoenix' or Japanese Flying Turkey. I'm sure apostata will be along to tell you all about it soon.
The mark says: Hakuundo ??? Shubei ?? Sei ? -
Translation: White Cloud Hall (or trading shop), made by Shubei.
It's a mark of Kato Shubei 2nd (1848-1903)
made around 1900
