Bought as butter and cover. Doesn't have ridge for cover to fit into. Is it just a plate and a butter cover? Or the real thing?

looks to be a dome and a plate (maybe salad plate); hard to say without sizes. you can compare sizes notes at "R"

AuntRose, Wow, TallCakes sure nailed that beautiful pattern. :-)
Unfortunately, he's probably also right that you have the covered butter dish lid, but a plate substituted for the under piece.
Replacements doesn't give any dimensions for the covered butter, either in the Harebells pattern, or the Bridal Rose pattern (which is also the Oleander shape):

However, this eBay listing gives dimensions:

SHELLEY HAREBELL OLEANDER SHAPE ROUND COVERED BUTTER DISH
8'' DIAMETER X 3.5''

You can see not only that the under piece does have a 'lip' to contain the cover, but that it's really more of a dish than a plate.
So yes, somebody probably substituted a plate for a broken dish.
